Project Overview
Pakistan Information Technology Company (PITC) is the state-owned organisation responsible for developing, deploying and supporting IT solutions across Pakistan’s power distribution sector, serving over 35 million electricity customers. As Pakistan’s power sector moved towards a Smart Grid, the security of its digital infrastructure became critical. Lumen was engaged by USEA to establish a comprehensive cybersecurity programme aligned with internationally recognised standards.
Challenge
In 2021, PITC’s cybersecurity readiness was assessed as immature. The organisation had no cybersecurity policy, no incident management process, and no adopted international framework for managing breaches. With PITC managing the ‘Meter to Cash’ cycle for the entire country, any disruption threatened revenue, supply reliability and customer satisfaction across 35 million customers.
Lumen’s Approach
Lumen led the establishment of a full Cybersecurity Management Programme anchored in two globally recognised frameworks: the National Institute of Standards and Technology (NIST) Cybersecurity Framework and the ISO 27001 Information Security Management System (ISMS). This included conducting a comprehensive cybersecurity gap analysis, developing and implementing a formal incident management process (from identification through resolution, recovery and closure), and building internal capacity through training and certification of the cybersecurity team.
Key Achievements
Established and implemented NIST and ISO 27001 Cybersecurity Management Framework by November 2022. Completed a full Cybersecurity Gap Analysis and action plan by September 2022. Defined and deployed a formal Incident Management Process by November 2022. PITC moved from an immature cybersecurity posture to a policy-governed, standards-compliant programme protecting the digital infrastructure underpinning Pakistan’s national power grid.
