Lumen’s Role

The pre-feasibility study for a strategic 200 MW floating solar project at Akosombo-Sedom in Ghana is advancing. Lumen was engaged to lead the legal and regulatory review component of the GCIEP Ghana Floating Solar initiative. This involved assessing the existing legal and regulatory framework governing renewable energy development in Ghana, identifying gaps, barriers, and ambiguities relevant to floating solar PV deployment, and providing actionable recommendations to support a conducive investment and development environment for FPV projects in Ghana.

Strategic Significance

A clear and enabling legal and regulatory framework is a critical prerequisite for attracting private sector and DFI investment into any emerging energy technology. Ghana’s floating solar opportunity anchored by the vast Volta reservoir system cannot be realised without regulatory clarity on water body usage rights, grid connection entitlements, licensing requirements, and environmental permitting. Lumen’s legal and regulatory review directly addressed these foundational barriers, positioning Ghana to unlock investment in FPV and advance its renewable energy and NDC commitments. Once fully developed, this initiative could mobilize nearly $200 million in investment and play a massive role in helping Ghana reach its target of 10% variable renewable energy by 2030.
